How can I switch hiragana to romaji on Chromebook with shortcuts?

No, there is no way. (For US keyboard layout.)

Also, no key combination allows you to switch from hiragana to katakana.

If your keyboard is a US Keyboard layout.

The best way is to switch the input method with shift+ctrl+space or use shift+space to switch to the previous input method.

Or use the key combination shift+win+k, then select hiragana, katakana, or romaji.

But if your keyboard is JP keyboard layout, you will have a key that can directly meet your needs. This unique key is usually on the right of the space bar. 

The name of that key may be "カタカナ・ひらがな・ローマ字" or "カタ/ひら/Romaji".
